Are the pages beautiful? Colorful with smooth and balanced backgrounds? Color balance and contrast? Does it use video, audio, and original top quality graphics? Does it break new ground?

A good site design will always include top quality graphics. Load times are important, to be sure, but the standard for a Cyberguide to Wichita Featured Site is a little more lenient in this regard.
